According to the Civil Aviation Resource Network on July 17, 2025, the Civil Aviation Administration of China recently issued a Technical Standard Regulations Project Approval (CTSOA) to the SINOPEC AEH I domestic aviation flame-retardant phosphate ester hydraulic oil developed by China Petroleum & Chemical Corporation (hereinafter referred to as 'Sinopec'). This is the first domestic aviation hydraulic oil product in my country to obtain airworthiness approval. The issuance of this approval has laid the foundation for its realization of civil aviation market application. It also marks that my country has become the third country in the world with the ability to produce aviation flame-retardant phosphate ester hydraulic oil, and has made a major breakthrough in the field of aviation hydraulic oil.
Aviation hydraulic oil is the medium responsible for energy transfer in the aircraft hydraulic system. It also undertakes key functions such as system lubrication and heat conduction. Its performance directly affects the safety of aircraft operation. Aviation hydraulic oil products are not only difficult to develop, but the airworthiness verification technology has long been monopolized by foreign experimental institutions.
Since 2019, the Civil Aviation Administration of China has been planning the construction of aviation hydraulic oil airworthiness certification capabilities, and has built a domestically-produced independent airworthiness certification verification platform at the China Civil Aviation Aviation Fuel and Aviation Chemicals Airworthiness Certification Center (hereinafter referred to as the 'Aviation Fuel and Aviation Chemicals Certification Center'), and has determined to manage the airworthiness of hydraulic oil by compiling and publishing the China Civil Aviation Technical Standards and Regulations (CTSO). On December 24, 2020, the Civil Aviation Administration of China issued the technical standard 'Aviation Flame-Resistant Phosphate Ester Hydraulic Oil' (CTSO-2C706), laying the foundation for the independent airworthiness certification of hydraulic oil.
On March 15, 2021, Sinopec submitted an application for airworthiness certification of SINOPEC AEH I domestic aviation flame-resistant phosphate ester hydraulic oil to the Civil Aviation Administration of China. The Civil Aviation Administration of China accepted the application and entrusted the Aviation Fuel and Aviation Chemicals Certification Center to carry out technical review work. The Aviation Fuel and Aviation Chemicals Certification Center has selected key personnel to form an inspection team. According to the airworthiness regulations and standards, the product has been strictly inspected from various aspects such as technical data, formula process, production and manufacturing conformity inspection, inspection capability, quality system and product performance. Multiple batches of samples have been taken to carry out physical and chemical performance, application performance tests and bench tests. After review, all technical indicators of this domestic hydraulic oil meet the regulations and standards, and the Civil Aviation Administration has issued a technical standard project approval letter for it.
The relevant person in charge of the Aviation Fuel and Aviation Chemicals Certification Center said that the airworthiness approval of my country's independently developed domestic hydraulic oil is an important achievement of the civil aviation's adherence to scientific and technological innovation, strengthening independent control, and promoting domestic substitution. It is also a vivid practice of the civil aviation airworthiness certification to cooperate with industrial enterprises to integrate development and continuously improve technical capabilities and product levels.
